The National Cooperative Procurement Partners Association (NCPP) put together a quick myth-busting rundown on cooperative contracting, and it's worth five minutes of your time before your next purchasing decision.

Myth: It's not legal. It is. The American Bar Association recognizes cooperative contracting as a legitimate procurement method, available to most municipalities and educational institutions (though it's worth checking your state and local rules).

Myth: It skips the bid process. It doesn't. Every cooperative contract comes out of a formal, documented solicitation — suppliers compete and get evaluated just like any other bid.

Myth: Suppliers would rather respond to individual bids. Actually the opposite. Responding to dozens of separate bids burns time and resources. One cooperative contract serving multiple entities is far more efficient for them.

Myth: You can't use federal funds or grants. You often can — as long as the underlying solicitation met the usual requirements around competition, outreach, and documentation.

Myth: It's the same as sole source. Not close. Sole source means no solicitation happened at all. Cooperative contracts are the result of one.

Myth: You lose out on local and diverse participation. Not necessarily — many cooperative contracts are serviced through local, diverse dealer networks, and construction work often goes to contractors in your own community.
